Master Plan

A New Vision

Galveston seeks a new vision of a more complex, modern economy for downtown that incorporates and enhances the unique factors and qualities of our historic urban core.

Overview

The concept of a master plan is not new; in fact, the 2001 City of Galveston Comprehensive Plan calls for the creation of an integrated Central Business District (CBD) plan that encompasses all of the CBD as well as the Strand National Historic Landmark District, the Port of Galveston / Cruise Terminals and the corridor connecting UTMB and downtown. As you know, HDGP, The City and other stakeholders have been meeting to formulate priorities and a scope of work. We think the time to act has come.

The health of downtown, its success or decline, impacts the entire City. HDGP’s goal as an organization charged with representing the 70+ block downtown, including 350+ businesses, 400+ property owners, and 600+ residents, is to see that the Master Plan process generates a new vision of a more complex, modern economy for downtown that incorporates and enhances the unique factors and qualities of our historic urban core. This is not a call for beautification. This is a call for a “nuts & bolts” strategic plan that addresses economic development, capital investment, design standards and quality development initiatives as well as safety and infrastructure modernization.

The plan must seek to increase sales tax revenue generation, increase property values through investment, increase amenities and density of urban residential development, increase mixed-use development and recognize that the downtown is the heart of the economic engine that drives the economy of this City. The plan must ultimately generate strategies and actions that will enable our downtown to be a competitive player in the regional market.

Process

HDGP has been meeting with the City of Galveston and other stakeholders to develop a a basic scope of work that can be used during the Request for Qualifications and Request for Proposal processes.

Education

HDGP invited Nore Winter, a nationally recognized consultant with expertise in master plan devlopment for historic downtowns, to give a presentation in March of 2008. Winter's firm is well known in Galveston for its recent completion of a Heights and Density Study, and this project gave Mr. Winter good familiarity with Galveston's downtown and and our present concerns.
